Strong wind observed at Gar during Winter season (Nov-Jan, 2011,2012, 2013)
==> It means Gar is NOT a suitable site for the telescopes while no wind protection be applied to the Dome/Telescope at Ali.

Windbreaking against strong wind is very important at Ali site
Subaru Telescope criteria of Wind Speed up to 14m/sec is compared with new criteria of 20m/sec , adapted for new Dome/Telescope at Ali.

Wind distribution with description of NOT observable due to Strong (14m/sec), when Subaru Telescope criteria applied. Wind distribution with description of NOT observable due to Strong (20m/sec), when applied new Wind criteria up to 20m/sec.

WindSpeed affects available Clear Sky.

When avilability on usage of telescope is limited under wind speed less than 14m/sec, the ratio of ClearSky is down to nearly the same level at OAO (Okayama, Japan), terribly!
